Begin by opening Painter IX, and using the pencil tool to sketch a rough line drawing of the figure. To give the lines a more analog feel, use a coarse brush setting.

Set the layer of the drawing to multiply blend mode. Lower the transparency and clean up the line drawing.

You should use the undo function frequently to get the very best lines.

Save the clean drawing as a PSD file and open it in Photoshop. Set the layer's blend mode to multiply.

Begin by coloring roughly in Photoshop to get an idea of which colors you would like to use.

Create a layer for each section of the image (in this case the girl's body), and begin painting the foundation color. Paint over the outline in order to be sure that you fill in the whole area.

When you have finished painting over a section, in order from the top layer, fill in parts that you may have missed and erase whatever color is outside the outline of the body.

When you have finished filling in all the sections, lock the invisible pixels in each layer. This will allow you to paint freely over the foundation layer without painting over the lines.

Using the air brush tool, brush in shadows with pressure sensitivity on. This will allow you to easily adjust the darkness of the color.

Color in the other sections in the same way. Depending on the section, it maybe necessary to use a brighter color than the base color.

In order to express subtle changes in color in the shadowed area, use the mix the base color of the shadow with another color, select it with the eyedropper tool, and paint.

By now you should have about finished with the coloring.

If you have ended up with too many layers, create a layer set and organize them by groups.

In order to adjust the tone of the line drawing, we want to select and extract the lines into a new layer.

First hide all layers except the line drawing. Open the channel palette and click the RGB channel item while holding down the CTRL key. Everything except the lines will be selected. Invert the selected area in order to select only the lines.

Now create a new layer and fill in the selected area to create a line outline layer.

Here, a reddish-black color was used.

This is the background.

Use the air brush tool here as you did with the character.

Add in some final touch-ups, and use the crop tool to do some final trimming and you're done!
